Hospitals are private entities, and really aren't in any way obligated to offer privileges. And they aren't necesary. It is all up to the hospital's discretion.

Yep -- it's lawmakers pretending that anyone can't simply walk in to an ER with an emergency. Which you can. At any hospital. By law, they have to treat you.
