But that's not what we're talking about when we talk about the federal minimum wage. That's totally different. There is a federal law that says the least you can make in the us since 2009 is 7.25.

No, not at all. For example, my family has owned a Dairy Queen for almost 30 years. Those jobs were inherently meant to employ teenagers, not adults supporting a family.
