The reason is that dictatorships are good for business because they're stable and give corps everything they want. So we tend to give aid dollars to places that are good for business.

And it's not just countries immediately in squalor or at war that we give aid to. When the Arab spring began, we pulled billions of dollars from Egypt that was tied up primarily in military operations - not a huge surprise there
