Well it depends on what type of work you are doing in the gen. pop. it's estimated there are 1% sociopaths and in recent studies it shows that up to 3% of high ups in organizations are sociopaths or have nearly the same traits

yes intelligence is a big part of what makes sociopaths so dangerous. Many sociopaths with lower I.Q. usually end up caught but those with higher I.Q. coupled with being a sociopath it is not a good mix

Recently those in charge of Wall Street oversight got the authority to force admittance of wrong doing in plea bargains. This may help a lot. Previously a company could pay a settlement without admitting doing anything wrong. Wall Street is not happy

Yes, for a very long time they could pay a hefty fine which would be on like page five of the WSJ or some place no one would notice. For instance Moragan Chase I believe just paid 450 mil. in fines for manipulating energy markets.
